Executive Airport and Franklin Field Master Plan

What is a master plan?
An airport master plan is a plan for the development over the next 20 years. The plan includes the following elements:

A vision set forth by the airport owner and interested parties;
Status: The project team is currently conducting interviews with approximately 25 key stakeholders. These initial interviews will assist the project team's understanding of pertinent issues and will provide input for establishing a vision for each Airport's future. A second set of interviews will be conducted prior to the selection of a preferred development alternative for each Airport. The stakeholders being interviewed include local officials, agency representatives, and neighborhood groups.
An inventory of existing facilities, activity, and other areas of regional interest;
Status: The consultant team has prepared administrative draft Inventory Chapters for Executive and Franklin Field airport master plans. Sacramento County Airport System staff will review these documents in June 2006. Following comments and changes from SCAS staff and management, the documents will be available to the various master plan committees and the public for review and comment.
Forecasts of airport activity including projected levels of passengers, aircraft operations, freight/mail, ground transportation movements, etc.;
Status: Administrative draft Forecast Chapters for Executive and Franklin Field airport master plans are being prepared by the consultant team. They await additional input from the Visioning, Goals and Objectives processes.
Demand/Capacity and Facility Requirements for airfield, terminal, roadway, parking, general aviation, cargo, other aviation-related uses, and non-aviation-related uses;
Development and evaluation of alternatives that could provide the level of facilities needed to meet the projected demand;
A recommended development plan based on the most favorable development option;
An environmental overview identifying environmental issues and constraints that must be taken into consideration;
A capital improvement program that projects capital costs and potential funding resources for implementation of the recommended airport improvements; and
A public involvement program that allows interested parties an opportunity to express their concerns and obtain information for the master plan update process and status.
